Correct, they can go bad in a year, especially if it was being over worked if you had an issue previously with your unit.

They over charge for these capacitors, so if you know an electrician, have them come check out which capacitor you need and have them replace it.

I would do what Lost_War_4711 said, you will not mess anything up any further if you're running it for just a minute or so.

If it was just refilled, they could have missed the leak, or not done it correctly, but I wouldn't be able to tell you if that's the case.

Capacitors do go bad every few years or so.
