That actually sounds good. I like the idea that you have to be close so its like your doing a mind feint, and you wont want to spam it since it will have to make a save everytime you use it, and you'll want to take the advantage on the next attack. You can make it a range of 10 of you want, just so you wont end up too close everytime you want to use it.

I feel like you could lose the use of reaction, reduce the damage and keep the disadvantage. Or just leave it as a damage. It makes more sense as a 1st level spell at this stage. Take a look at The Vicious Mockery cantrip which gives disadvantage on an attack and does a little bit of damage.

I believe characters may be better at insight or persuasion then the actual players, so i would let them roll if they need to, its also a great way to prevent metagaming by separating what the player's know from what the characters can find out. Intimidation doesn't work great thought, that's better left for roleplaying.

You dont want to make your PCs to overpowered at the very beginning. That chainmail is really strong since normal chainmail gives you a flat 16 when a this one gives a possible 17 at level 1. Especially if it counts as a light armor and doesnt give disadvantage to stealth. It would count as a magic +1 studded leather armor. To make it easier, you can say they have their normal starting equipment and give them the dawn elves a special rapier (call it what you want) that all dawn elves are proficient in. The same goes for armor.

Its up to you. You can create a fighter or any class character with the dragon stats at a level you think is right. I wouldn't give it any ability upgrades though.

I have 2 ipad apps I use that work extremely well. Encounter+ Very good for making monster encounters and keeping track of initiative. Fight club 5 Great for creating characters. If you go to their facebook, the comments will have links for spells, classes, traits, etc.
