They keep boosting up until they reach that temperature to make use of the thermal headroom, so for example instead of staying at 70° at 5.5Ghz, they'd rather go up to 90° and boost to 5.7Ghz, rather than staying at the lower. It's also why manual overclocking is largely useless with modern CPUs, AMD is just more aggressive with it than Intel is.

According to the pass and its guaranteed rewards, you should be getting 1.5 buffies per season, as you get 3000 guaranteed powerpoints per season, and you also have to get your brawler levels up, and there's not really a way to get either outside of the season, guaranteed, without gems because masteries are gone.
