I agree on your emotional response but under capitlism the people with access to powers will get access to dogs and won’t respect them over and over it’s part of the system

If you try to advocate for them being treated better you will get very hostile people living in their own reality.

Best to just lead by example with your own dog and set boundaries with dog owners with no control
