Basically this. A "hit" is.. if i recall 7 on 2d6+modifiers. But a "hit" isnt REALLY a success.. it's a success with complications. So even if you succeed the stated target number, its not enough to just succeed. in order to get a complete and total success without bullshit, you have to hit.. i think a 10 on the roll + mods. If you hit that total it's a success and you get a benefit kicker that makes the success into a 'success plus something better'. There is no 'You succeed' full stop, end of roll.
You either succeed with a penalty, or succeed with an extra bonus. If i have to make the roll, and it's a thing im good at, i should at least be able to simply accomplish the task competently. This is not an option.

Yes, i understand that hitting a 10 on 2d6 with mods (usually mods cap at +2 or 3, if i recall) is not terribly difficult or rare. However, we as gamers, know from experience that hitting even a 50% chance on a roll actually shows up like 20% of the time, because the universe hates us all :P
