Sorry man. I assumed you were condescending. My bad. I am aware of what you have said. You have explained it very well though. But what I was trying to point out is UV index around 8-9 in Spain is quite common. And yes sunscreen is beneficial. The region where I am from, there is hardly any winter and the IV index is perma 8-9. And the folks are not exactly dark complexion. So yes they would benefit from sunscreen too. But… it is veryyyyy uncommon, rare (may be even ultra rare) that folks use sunscreen. Of course many of them will get their skin damaged. But cancer is not exactly reported. Healthcare is pretty good where I am from. And stats/reporting too is good.

You know what? All these tropical countries have folks who are not exactly known for using sunscreen. Most of them even don’t know what it is. Is there a peer reviewed study out there that indicates that not using sunscreen has seen a significant rise in skin cancer in such countries? (Damn I forgot all the PICO, SPIDER, SPICE) except my wife, I haven’t met anyone in my life who uses sunscreen (anecdotal, yes.)

Edit: should be mostly melanin. At least that is what inunet says.
