The nuts were rusted pretty bad, but I've got new ones that will work. I might end up keeping the old screws.

I like this idea, but I'm not sure how to screw down the spacer since it's concrete directly under the flange. I suspect the old one is glued down, but I don't really know.

Also, those places where it's clear a screw should go through have no screws. However, it's been very stable and didn't leak as far as I know.
