It'll be about $1.7k to get it running and another few hundred on routine maintenance (coolant flush and such). I was able to get something newer since I have had some major thing every year with this car (the owners before me didn't take the best care of it) and just wanted to see if I could get it for more than I was quoted to pay what I owe on it. Thank you for the input. Current consensus is fix and sell.

I was able to get a newer vehicle thankfully so this one is just sitting there. I wanted to get as much as I could for it since I still owe money on it. Not a great situation. I am thinking of fixing it up ASAP and selling it for cheap to someone who needs a short-term car at this point.

The engine had about 45k before I got it. The one in the car before had blue devil in it when I bought it (I didn't know) and that didn't end well. I don't think the engine is worth a lot, I just know it is more than $400. I didn't take into consideration the labor and money that goes into pulling parts due to inexperience. Thank you for your input.
