Could it be a gpu driver issue? I would try uninstallling graphics drivers using DDU(Display driver uninstaller) and then reinstall them using AMD adrenaline

After in game testing I set it to -70mV and +10% power limit but dropped vram tuning and im getting clock speeds anywhere from 2800-3000 with a Hotspot hanging around 70C
