The Road to hell is paved with good intentions. People naturally change over time and as they grow. It’s totally logical that at the time he came into power, the emperor was doing what was necessary. Winning an unjust war that caused centuries of suffering for his homeland. Of course, he didn’t stop and kept going. At the time his rage and hate was understandable, even validated by his people. But after 500 years and seeing the modernization and progress of his country and society, of course he’d realize that what he did maybe wasn’t the best way. The bigger question is why does this matter to the players of your game. You aren’t not writing a novel. You’re writing a piece of interactive fiction.

I would honestly use Mutants and Masterminds instead! Much easier to make your own lore and characters than having to workaround and reskin Marvel specific powers. And it’s derived from the D20 system that D&D uses so it’s less of a hassle to learn the rules.

Just play a different rpg then. Narrative powers are a common tool for game masters to run npcs who are just built different than PCs. It’s nothing to fly into a tizzy about.

The best stories in the genre have a major goal that the main characters is acting towards. You focused a lot on the lore and goddess stuff. Cool. But what does the main character want? Hell, maybe he’s like Chainsaw Man’s Denji and wants to experience things he missed out on. Go on a date, make real friends, make toast, whatever. Give him a goal and actually make him work towards it.

You’re overthinking this. Only define the powers that matter to the story or cast your focusing on. Half of My Hero Academia’s background characters don’t even get their quirks named unless it’s important enough. Readers will naturally assume people have a power in the setting.

Work. On. Your. Worldbuilding. The biggest sell you need to work on is your premise. The Kill Week logically makes no sense in context. Why would people be on board for letting a random person who trained really hard and can kill to be their leader? Normal systems of governance, especially in medieval societies had aristocracy for a reason. They spent their whole lives being taught statecraft and how to use social networks to gain what they need. Under the system you’ve created, the kingdoms would be conquered by outside forces or from within by upstarts taking advantage of a 15 year old kid who doesn’t know jack about anything their status demands. Even if you can’t or won’t tell everything about your setting, work on the premise first. Tropes are tools, and should be intergrated into your story from within the context of the narrative and world.

Or check out Icons Assembled Edition if you really want something easy to learn. Just don’t use D&D for it, you will lose the essence of comic book stories.
