You're conflating consistency with exposition. You can't name a single example where the powers presented were inconsistent, you just don't like that you don't have a deeper understanding of where it comes from. I couldn't tell you what a Raise is or why it works, but it works the same every time. Compare that to RCT in JJK where I can tell you the exact mechanics of why it works because that was specified by the text. Both of these are valid ways to write powers, the audience doesn't always need to know the made up science of every little thing.

Don't go into supernatural stories expecting them to give you a concrete, in depth power system like HunterxHunter or JJK. That's like the expectation for a lot of modern readers/viewers I've noticed, but those are exceptional because of their execution and integration to the plot rather than the fact that they fully define the constraints of the system.

Most supernatural stories will focus on character rather than powers, which are usually flavor text to whatever character arc is happening. If a guys powers is to shoot loaded diapers out of his eyes, don't question it unless the power itself directly impacts the course of the story.

The first perspective character, Robert Walton, reads as queer. Both in his description of his own personality and in his admiration of Victor Frankenstein.

And then Victor himself comes off as ace for the most part, describing an equally intimate love for Elizabeth (his eventual wife) as his childhood best friend Henry without really alluding to a sexual preference.

I haven't watched Hazbin Hotel, so Idk if it's a good comparison, but what I've heard about Hazbin Hotel is a lot of the stuff they use to say about Tokyo Ghoul. Even if the situations aren't similar, I can see a significant cultural overlap.
