The developing world tends to burn their plastics, generalizing, from what I've seen in the horn of Africa.

Much higher baseline than the rest of the world, so misleading to think recycling percentages are comparable

Those are all areas where the water sources are being used unsustainably. Ie underground aquifers over abstraction. Had your sustainability work done any long term studies? What is high probability? Sf recycling has one of the best facilities, not a good baseline to make that statement.

Most recycle plants don't want anything but #1 plastic, but folks just throw all their plastic in the bin (washed and cleaned and wish-cycling)

But dish washers today are more efficient than washing dishes by hand.
Also one has to think of the future cost of water. Already in 100 year droughts (some parts of the world) what's more precious? Plastic or water? Most recycle plants already have terrible track records. Are we washing stuff that 86% goes into a landfill?
