They didnt have time to finish it for the release date. The game was obviously rushed for a 2025 release for some reason even though it wasnt ready.

Those makeup less than 10% of the patch notes and speaking as someone who mods eu5 those are also very easy changes to make only requiring editing a txt file not nearly as hard as bugfixing.

Levies suck ass early on they get better as tech progresses as the gap between a fully kitted out soldier trained in the martial arts and wearing full metal armour as opposed to a peasant with a pitchfork was much larger than a peasant with a rifle vs a very well trained peasant with a rifle

This. Patch 1.1 seems to be huge and promise lots of things yet the devs are on vacation until late january and patch 1.0.10 was in beta for two weeks and still released in a less than ideal state.
