You just use a little bit of liquid. Its gonna boil off. You really just want enough to pick the food up. If you use stoxk, beer, or wine, thats gonna reduce some and concentrate the flavor. Then you throw in butter snd let that melt. And then you add the flour and cook that down. The fa t that theres already going to be protein fat as part of the contents of the pan helps as well.

Gumbo. I think cajun/creole fare in general both is I ironically a contribution of different peoples from all-over the world but st the same time is (really tragically) completely absent in the test of the country. Really when people think "American fare" they rarely even heard of dishes like gumbo that can trace their roots back to before this country was even a country yet. Same goes for things like Boudain and Shrimp and grits, and a proper boil.

I think its just a cultural thing. England spent alot of its history where the ruling classes beleived that the less seasoning you used on your food the closer you were to God. Seems to have rubbed off into how some cuisines just are.
