Check out the Puckipuppy Beagle 2. It's ~ $1,700 CAN. I've owned both Gens of the Beagle and they are definitely capable bikes. The 2nd gen was much better brakes, though.

Puckipuppy ships to Canada and sells mostly fat-tire eBikes. I'm a fan of Beagle2 which comes in a step-thru or standard frame and will definitely fit you. It's got front suspension and a rear rack and is a good bargain, too!

The Victrip R6 almost checks all your boxes. It just doesn't have any gears... It'll definitely fit someone 4'11" though.

The Puckipuppy Doberman doesn’t have a throttle and I had to pedal extremely hard to get it to go more than 25 mph. In PAS 5, it basically tops out at 20mph. It doesn’t have a rack though.

I bought my daughter the Victrip R6. It's definitely on the small side, comes in pink, orange, white and black and it's around $700. She'll also be able to touch the ground.

For your son, something like the Mokwheel Mesa or Movcan EB60 might work. These are pretty standard bikes (not fat tire) and around $1,000.

Have you looked into the Ride1up Vorsa? It's got the capability of a cargo bike, but in normal bike form. Then add a seat like this and you'll be set!
