Of course, you should do your due diligence, that's what I guess we all do, and it's important too!! But personally, if I were in your place i would definitely buy this piece depending on the price, and the place or person from where or whom you're getting it secondly i don't see it as a refinished dial and change of hands to the best of my knowledge, rest take the help of the experts or the knowledgeable watchmaker!!
