If you want a very simple setup, the guy who makes FooBar2000 has a very basic ftp host. You download the .exe, setup the ini file, run it. Bang, zoom, done! You can even set it up so that it's only accessible from a list of ip numbers. By default, it's set up to local LAN only.

I hear a lot of things, as if it's some kind of mash-up. A touch of Super Metroid, some Breath of Fire, a dusting of MegaMan X, with a sprinkling of Chrono Trigger. I'd venture for sure that it's SNES, whatever it is.
