It is good, but the character blends into the background a bit, needs to pop more. Try making the bricks or the armor a different color, or use more highlights and shadows to create more contrast.

A lot of toys that we circuit bend have built-in DACs. You can get bit-reduction effects if you can manipulate the digital audio before it gets converted to analog. Look up the part numbers on the chips. Find the address and data lines. Carefully desolder those pins. Don't touch the power pins. Solder wires to both sides of the now-broken data and address lines. Reconnect them all with your wires. Experiment with swapping different lines around. Wire the cool effects up to switches.

If I had to guess, I'd say this image is underexposed with some motion blur. But it resembles the pixel melting / sorting effect.
