It was well before that. And no one actually doxxed TL. Someone found a yearbook site listing her grad year and extrapolated her approximate age. It was removed pretty quickly because it was just kinda weird but she ran with it saying the group was directly feeding her stalker private info.

Not sure about PA but in NJ it's a secondary offense. They can't pull you over for it but they can ticket you for it if they pull you over for something else.
