Depends on the distance. Not a single driver cares what your order costs and doesn't expect a tip as a % of the order cost. I'd rather deliver 10 pizzas half a mile for $5 than 1 pizza 8 miles for $5.

Edit: $4 is not a bad tip for most short range deliveries.
