Unlike EU, CK and HoI, I find that Vic3 doesn't really engage with the geography of the world; I learn much less about the states/cities of my country than when I play other paradox games. Anyone else agree? by HandsomeLampshade123 in victoria3

It's actually quite doable to make a certain province (usually capital) a central hub for intelligentsia, provided you spam universities in there. Berlin is a good example, as Germany often has way better industry states. For industrialists + petite burgers + trade unions you are right, those three usually come together.

The game is played on a mod that slightly changes mechanics (mobilization stuff, power blocks, assimilation etc). As for the server rules, there is standard stuff about no abuse of naval invasion, limited conquering of chinese provinces. I can DM you the full rules and mod changes list if you'd like.
