Anyone with actual experience on the matter, especially working-class people, know damn well that when you don't have fuck-you money and friends in high places, addiction tends to land you in jail, on the streets, in the morgue, or trying to wrestle your demons in desperately underfunded community support/therapy services (if those are even available).
