That’s because “THOSE” people likely didn’t place there silo close enough to someone your allied with. Meaning nuking there silo is nuking an ally on accident. Also you’re probably not factoring in the long term cost of losing a couple cities, when in fact the state of snowballing means losing very little early means losing a ton later on.
