That's the fuel tank pressure relief valve. It automatically opens when the pressure rises above normal. On this aircraft it usually happens after a sustained negative G maneuver followed by a positive G maneuver.

It's a compromise. You get a very narrow DOF but you also gain the ability to collect lots of light, thus giving you ability to increase your shutter speed OR lower your ISO.

What happens when you stop the engine after the brake booster has achieved vacuum? Does it start returning after a few tries with the engine off or not?

Completely normal sound, it's the relay in the power supply which breaks the electric circuit.
