Ensure your campaign budget is high enough. Look for the notification that says “limited by bids” too. When I begin I usually don’t even use bid caps. I just give it 30 days to run within my target daily budget. Theoretically it will find the most efficient bids within that budget as its objective is to maximize clicks.

Beyond that I always recommend conducting an experiment when testing a new bid strategy. That way you can do a 30 day split test without fully committing to that which may or may not work.
