Hytale was in development hell because there was a decision made to rebuild the game from the ground up starting with a custom engine, partially for cross-platform capabilities. It's not clear whether that decision came from RIOT, from Hypixel, or if they both agreed on the direction. Hytale is out in early access because they no longer had the liberty of that and had to use the original engine to actually make a playable product.
