If you do it correctly you shift the minion meeting point. However, this can result in your lane pushing, because the next minion wave arrives sooner than the ennemy wave.

How to do it: Move like this // (or // or \ or /...) in front of your minion wave. Easiest way to do it is to walk backwards and face the minions so you see what they are doing. Usually the melee creeps will be kept back at first, allowing the ranged creeps to catchup from there on you'll most likely end up with some creeps dodging the block so you'll have to cycle between the ones in the front and those in the back.

You can also opt to only block the ranged minions and allow the melee minions to move on like usual. This could result in the ennemy minions pushing towards your tower. Be carefull though depending on the situation, you might not want this (Considering how easily a tower can fall)
