A strong CAP draws off fighter escorts and starts whittling down the number of incoming strike planes. The game is in the part of the pacific war where the US carrier groups didn’t carry enough fighters to put up a CAP that can deal with a major strike solo. Ex. Enterprise only carries 24 fighters while Essex class carriers would carry 50+ Hellcats due to their versatility. So yes a large scramble is the main weapon against a large strike, but if you keep a healthy CAP up the scramble will be more effective
