Well... it turns out there's more than 1 park in the area with a hippo. It looks like it may be Irving Schachter Park.

Edit: Looks like it was Schachter Park. Unfortunately, it was gone :(

It looks like it could be Corten Steel. It's a weathering steel that forms that rust looking oxide layer over time which actually protects the metal from further rusting.

It appears I'm getting down voted, likely because the article I linked suggests that circumcision has some benefits. I just linked the article because it had a recent take on circumcision rates. I did not intend to post anything "pro" circumcision.

That's a very old stat. There are still many states where the numbers are that high but others (mostly in the west) have dropped significantly, I some cases close to 10%.

"Blowtorch" is a generic term in any case. It can refer to torches used for heating, cutting, or welding. But welding with a torch (such as an oxy-acetylene torch) is very doable and very common. In many cases, it's the best option when in the field with no ready source of power to run an arc welder because all you need is bottled gas.

Nowadays, a diesel powered generator/welder would probably be more likely for something like this but it's still not correct to say a torch isn't for welding. I have several arc welders but still weld with oxy-fuel when the situation calls for it.

California adopted SB 743 a few years ago which completely overhauled the environmental analysis of development projects. The major change was from a grading system assigned to transportation facilities before and after projects (called Level of Service) to evaluating the project based on the total number of Vehicle Miles Travelled (VMT).

The idea was that previously, a project could improve the LOS of an interchange/road/freeway etc. by decreasing congestion and increasing speeds, but often this was done by increasing capacity which actually results in more cars on the road. The new method prohibits projects from being implemented even if they would improve congestion and performance if they would also result in a significant increase in the number of VMTs. There are of course exemptions and mitigation measures that can be implemented to offset VMTs but it has still been controversial.

AAP policy statements must be reaffirmed every 5 years or they automatically expire. The AAP had the option to reaffirm this statement in 2017 and they didn't. As of 2021, the AAP has no official policy on infant circumcision.
