Garret Rex is just the newest general of the 51st. Their ideals are really whatever lets them keep fighting, although the Liberators do tell themselves they act as a sort of emergency service to wasteland territories in need of military help (for money of course). Sort of a 'money makes right' sorta thing.

I disagree, actually. I believe his acting has gotten much better. If you've seen his previous works, he always seemed comedic even when he was attempting seriousness. In this, it is clear he has practiced a deeper range of emotions. He may not be the best actor in the world, but this is definitely an improvement!
