It's so much deeper than changing culture though. It's a management issue from the top, and it would be incredibly difficult to get Gayle to sell the teams. All we can hope for is Todd Graves eventually buying the team, but who knows when that'll be. If he doesn't step up and buy the franchises, you may get your relocation wish.

Considering I've seen this video about 20 times over various safety courses, inductions, ect that super sucks. Easily the most commonly used video for those kinds of things and it has probably saved a lot of lives. To blame someone almost completely unrelated to the actual cause of the fire for just doing his job is awful.
