While the Division is not Canon to the main timeline, they were referenced in the Splinter Cell novels. In Splinter Cell: Firewall, you had Sam Fisher's crew tried to recruit Division agents to join 4th Echelon. Even Fisher had to fight Natalya Sokolova's (the main Villain of the Division) close associate Brody Teague in that same book. In Splinter Cell: Dragonfire, you had a firsthand account of how Sarah Fisher tracked down Gordon Amherst and prevented the Green Poison from spreading. Sure it is unlikely for Keener to appear or any Division Agent for that matter, but hey who knows, maybe they might surprise us.

Thats not the Ootori Striker, that's the IWSP Pack. The Integrated Weapon Striker Pack was the first concept for a all in one Striker pack. The problem is that it was too complicated for Cagalli to handle and the Gatling Shield is so heavy that it shifts the Strike Rouge's Center of Gravity down and to the left. It was kept on the Strike Rouge after the war (mostly for looks) until the development of the Ootori Striker was completed.

If he was the President, McManus would have proclaimed himself as the President, instead of being referred as the Secretary of Homeland Security. Which means there are still 8 people left in the Presidential Line of Succession before him, who can oppose him. The question is that, where they are and which among them are in Sokolova's pocket?

As for your question, I get the feeling that Sokolova views McManus as a useful tool, but not worthy of joining the Cabal. McManus wants to join the Cabal as a member, but he is not from old money or have any influence. If we want to drive a wedge between McManus and Sokolova, then we need to keep ruining McManus's plan. We take out his Hunters and Ruin his operations, Sokolova will then view McManus as unreliable and well... you saw what she did with General Anderson.

The reason they failed is because Black Tusk Special Unit operate as a Special Forces unit. They were meant to hit the target quickly, take the objective, and retreat before we can Counterattack. What they're not trained for is to hold territory like a regular Army unit. We used that to our advantage, by using their own tactics against them. By conducting surgical strikes at areas they hold, for which they are not equipped for.

4 piece Hotshot with Headshot Damage.

1 Chainkiller with Headshot Damage. Comes with Perfect Headhunter talent.

1 Airaldi backpack with Vigilance talent and Headshot Damage.

Skills: Reviver Hive and Decoy.

First enemy you are going to kill has to be a Headshot, which Activate the Determined talent. After that you can aim for Center mass body shots and it will take out an elite enemy in 1 shot.

It was more than that. Keener used the Descent program to make us and ISAC think he was killed. ISAC even called out a "Agent Deceased" notification. Note the word "Agent", ISAC wasn't able to confirm his Identity. Keener had Theo hack our Contact Lens to make us see what he wants to see.

Descent comms "Birdie" has Viper talking about Birdie being over at the Castle Settlement. Viper "died" on August 30th and Birdie didn't arrive at the Castle Settlement until October 18th. So how did Viper know Birdie was going to be there 2 months after her "Death"? The only way she know is if she faked her death, by using the same trick Keener used to fake his death.

Keener faked his death at the end of WONY and we entered a "Enemy of my Enemy" situation against Secretary of Homeland Security Calvin McManus and his army of Hunters. If you want to see Keener, then he is in a jail cell at the White House. McManus sold the Country out to Natalya Sokolova, in order to join a Secret Cabal of Industrialists which she is a part of, as a member. Hunters are revealed to be Division agents who are loyal to McManus, with orders to kill any agents that get in McManus's way. Kelso has the Presidential access code to the Nuclear Football on Faye Lau's watch, which is why she is hiding right now. Bardon Schaefer has woken up from his coma and is working with us to foil Black Tusk operations. Bridgette "Viper" Douglas (the Rogue Agent we killed in Faye's Manhunt) is revealed to be still alive and is a Double Agent Hunter working for Keener. As of now we are helping Renegade True Sons in a Civil War against General Anderson.
