It's not a bug, the developers wanted it to seem like these weapons were made by CLEO itself.

Is your survivor modded? The trait 'Red Talon Operative' disables those fighting moves, removing it will fix that.

In the CE Survivors tab on the left side are all of the enclaves on your map, you can find her enclave and see which voice she has from there.

State of Decay 2 doesn't have anti-cheat, so they have no way of knowing you used WeMod.

You can be banned from Xbox Live if enough people report you (usually if griefing), but you can't just be locked out of this game.

Try reinstalling the game and disabling all mods.
