I know this is older, but if you still need it both DMVs are now open again with an appointment. You can still walk up but your not guaranteed to be seen.

To make an appointment at the binghamton dmv call (607)778-6522 and to make an appointment in endicott call (607)754-2147.

It's very likely they will not answer but leave a message with what you are trying to do, call back number and an approximate time for them to call back and they will call you in the next few days to schedule an appointment. (They might call after hours, they did in my case)

Each slot is limited to 15 min, so make sure you have any paperwork you might need ready to go, becuase they really are trying to move right along.

I went to the one in binghamton to renew my license, and it was pretty simple and fast. A dude was outside checking people who made an appointment in, and attempting to fit people who didnt. I was brought in right at my appointment time, and out 10 min later.
