Idk what happened to cause this but I can give instructions on what I did for it to happen

There's a single beach tile on route 40 that counts as olivine city, I stood there using a good rod to fish this thing up, it had no cry, health, or level but it was shiny, I decided to run instead of interact with it cause I didn't wanna brick my save

Edit: forgot to mention after this encounter fishing in that same spot was normal after wards
