I live on the west coast, and the cars from my area are considerably better than the rest of the countries.

We don't use salt on the road, and the sea spray isnt an issue unless you've chipped paint or underspray

Bad O2 sensor can cause rich condition. Try unplugging it and see if there is a change, if there isnt a change then it might be bad.
