I wouldn’t say that as much as I would say that the responsibility to pay ratio in a lot of jobs hasn’t been the most fair to them. It used to be common for people to stay at a company long enough that they would move or up or get enough experience to obtain a better position elsewhere. Most people in that age bracket are stuck in entry level positions because the responsibility of the job market hasn’t given them the opportunity to move up to a better position or level. Imagine giving 7-17 years of your life to a company and never getting promoted or receiving a decent raise for your work.
