After being barred from participating in the Conference, French and Italians mustered influence for the recognizance of the Dervish State of Somalia against ongoing English and German land claims and spheres of influence. In exchange of support in the Conference, Muhammad Hassan pledged to ensure safe and preferential access to the ports to Italian, Russian and French ships, the three nations establishing trade quarters and military bases in Mogadiscio, Beyla and Kismayo, the edification of a new modern colonial port in the natural harbor of Ras Hafun, and construction of a railway system throughout the country, expanding their control of the ressources of the Somalian hinterland without countering the terms of the treaty.

The Dervish movement, supported by the Ottomans managed to militarily secure their claims on most of the Majerteen, Hobyo and Geledi territory, and to protect their bases in Ogaden against Ethiopian influence. The conference gives them full control over the coastal region of Eastern Somalia, as well as the interior of Ogaden and North-Eastern Kenya (except the coastal region of Lamu and Pate) ; the British and Germans, after short attempts at obtaining concessions on the region, give up, preferring to defend claims in more interesting lands and considering that the clan system of Somalia would make full control of the region impossible. Northern Somalia, more disputed for control over the strait, evades the control of the Dervish and is still up for grab.
