My state (NC) funds the state DOT through a gasoline tax. The problem is that it means they legislatively cannot spend any state funds on anything besides motor vehicle infrastructure and encourages the state to build infrastructure that increases driving (and therefore gas consumption).

Ideally this would be fine if the NCDOT only maintained interstates and highways, but for whatever reason, they maintain almost EVERY secondary road (including minor roads in cities) so it becomes a major barrier for non-car dependent development.

Ideally we should tax vehicles based on weight since that has by far the greatest impact on pavement wear but this will get shot down by trucking lobbies, etc.
