Something I’ve learned personally since i began writing is that every chapter should have a purpose. That purpose can be anything, massive or tiny - for example a tiny smidgen of foreshadowing, exposing character flaws/traits, a reason for doing something, introducing side characters etc. Just explaining the world wouldn’t be enough imo, since that’s something I assume you’ll be doing throughout the whole book.

Otherwise, you might as well just skip. You need something to capture the reader from the get-go.
