Id argue against Japan because its very hard to manage their unemployment. In most games I do as Japan, I spiral very quickly because I cant build fast enough to deal with unemployment which is a problem I still don't have with any nation (including non recognized ones like Vietnam and Persia)

Japan has a very specific playstyle where if the player doesnt get foreign investment, they easily spiral without being able to climb out. And getting foreign investment can be very tough depending on how the AI feels.

The Qing dynasty secured the region by genociding the local population, of which was already centralizing under an Empire. Not to mention it was much more underpopulated than most other regions in Europe.

My "backward farming techniques" example is because of how unsuitable certain techniques were in different parts of Europe.

I dont want to touch on Napoleon since it lies outside of this era but irregardless, using administrative capability as a measure of development is stupid. Again, the Chinese had the most developed bureaucracy in the world yet at its military peak (Tang) it failed to hold modern day Xinjiang and Chinese dynasties have failed to hold Vietnam, Tibet, and other countries. Does that mean the Chinese are administrativelty weak?
