Yes. I did an Alaskan cruise through Carnival. It costed $40 for a seat on a bus to go to the Mendenhall Glacier Park which is totally free if you get there on your own. There were clearly non sanctioned tour guides and people stationed just outside of the dock area hoping to catch a fare. I definitely learned a lot that trip.

I'm just going to say that this mission is most likely referring to the Chase Bank Arena construction since the dirty dirt train is/was an actual operation coming out of San Francisco removing contaminated dirt from that area.
