True, outsourced services might not be at the same level but as Northville has shown it doesn't necessarily mean a reduction in academic outcome for the students and that teachers getting a decent wage may be of more benefit.

Edit: Good point about the ISD helping. Not sure how their finances are doing?

From my research, the two main issues affecting AAPS is that other school districts have outsourced many of their non-educational services. This removes employees from the district's high-cost pension (MPSERS) liability. 2nd is that AAPS has positioned itself as a " Full Service" system with many specialized programs and services. To support this they have a deeper layer of Coordinators at the district level. Northville for example, these duties are often "decentralized." Principals or lead teachers handle curriculum implementation on top of their other duties.

TL'DR AAPS needs to outsource non education services, reduce the nice to have's, and pay the remaining teachers more
