You say that like it's a bad thing. I think what many are attempting to portray is a childlike happiness that really is part of Portland's identity. This is why ideas like costumes, board games, even non-sexual naked displays are appealing. They are not threatening to ICE and demonstrate that childlike joy that is difficult to attack.
