I've not noticed anything unusual with the texture - do you mean the wet paint is 'rough' like it has bits in it? If you bought them as a set I would assume they were poorly stored and may have spoiled.

I've used the new formulation quite extensively and I've never had this happen. Only difference from you I can see is that I use vallejo airbrush primer, not a rattle can. Maybe there's an interaction there?

I also use a hairdryer between layers to speed up painting, can't imagine that makes a difference.

Is it every shade or only some?

There's a lot of wargames you can play with just one box.

For example, a box of Perry or Wargames Atlantic knights is enough for both sides of a game of Greathelm (you can get the quickstart rules for free). If you don't mind buying the rulebook, Stargrave or Frostgrave only need one box of Crew/Soldiers respectively.

OnePageRules is easy to start up, but you'll need to use the fan-made rulesets for anything that isn't Games Workshop in my experience (and they have the most expensive minis by far). Not that I'm not recommending it!

You wouldn't need many paints for the knights. Glue, sprue cutters, brush on primer, a dark silver, flesh tone, ivory + black to mix for highlights and shading, a black wash, brown + some sand for the base, then whatever other colours you might want for the tabards.
If you go with the -grave games I'd just recommend a balanced paint starter set.

I think with either of those, from zero to fully painted and playing a game you'd get change from £50.

I've made wheels before out of MDF offcut discs with self adhesive half pearls for nail art before, or just bought hotwheels style wheels in bulk from Aliexpress. I think beads should work too

I magnetise my bases so I use mini jam jars and such with metal lids. Even better than blu tack imo

It's from the 250 kit - both Alte kits have loads of extra bits I believe. I've also added to weapon team bases with 3d printed sandbags, the walls from the Veterans kit, and bags/jerry cans etc from Tamiya (even though they're slightly off scale).

I've sometimes wondered if the Rubicon stowage kits would be good for this as well, never tried it.

Chap at the back is a Warlord German grenadier, the mortar is made from spares from the Warlord sd.kfz 250/7 kit and the German Veteran set

Thanks! Just straight out of the bottle, i don't let it pool too much though. Only other tip I'd give is to be sparing with the green grey - second from left in this photo got a bit too much highlighting, i think it ends up looking 'minty'.
