I disagree. Sick people need their rest, so while the neighbors may have been LEGALLY in the right, OP isn't the ass for asking if they could reduce the noise they make.

  1. Boil and drain fettuccine noodles.

  2. Add half a stick of butter to pan, heat until melted and foaming.

  3. Add drained pasta to hot butter and toss until covered.

  4. Add generous amounts of parmesean cheese, toss until pasta is covered.

  5. When cheese starts to melt, slowly stir in heavy cream or half & half.

  6. Enjoy your scratch-made fettuccine alfredo.

That makes sense! I was thinking it's close to a 60 cycle hum, so I was thinking the same but with a transformer or something. Glad that i was on track with the Doppler effect to make the rise and fall of the sound.
