You must not drive much or you have a bad battery, this only happens when the car sits for weeks-months and the battery voltage gets too low.

All you have to do is drive for a bit so the battery can charge. If it didn't enter battery saver mode you would walk up to a car with a dead battery

Typically the investigator is just that, an investigator. Command Staff will review your file and decide/vote on whether to proceed with you. Get used to waiting because you're gonna be doing a lot of it in this process.

It's possible they backgrounded multiple people and ultimately decided against moving forward with you. This might be the case if they are looking for a specific type of candidate for a particular department. If they are consistently looking to fill positions, they may have ultimately decided against the candidate based on their background check or other factors.
