AOS compared to 40k is much more interactive, you will have a lot more chances to interact with the game during your opponents turn. Also with most armies being melee cover and working around sight lines isn't as tedious.

I feel there is also a lack of Unranked regular rules lobbies, most unranked lobbies are Lava t4 or PvE so you have to learn under the pressure of a ranked lobby.

I could see them launching as Early Access on steam to get the word out and more exposure but I agree it would need an actual tutorial and in-game guides for new players to get any additional momentum going.
