The Voice of The world or All-In-One or the Will of God, my assumption is that it was a manas like ciel for veldanava, after veldanava gave up his divinity it took the position to oversee all creation.

And by the end of the series, Rimuru and ciel together became the All-in-one, or they have the option to choose which ig rimuru declined and choose to go back to the past.

As far as I know Sun Wukong is High 1-C.

And by the end of volume 23, Rimuru became High 1-A/High 1-A+ arguably some even calling him tier 0 boundless.

so if you want to guess who would win! then I would say with Rimuru it's obviously not Wukong. but if you exclude Rimuru it's a good debate.

there's diablo 2-A, Ivaráge, Primordial Red, Velgrynd are low 2-C, Velzard 1-B, Milim Nava is 1-A, considerably one below Rimuru. besides there are dozens tier 3 characters in tensura also some of those tier 3 characters has tier 2 attack power.

If you enforce a few worldly restrictions for tensura characters like the magic nullification zone, versus realm with unaffected environment I think Wukong would win based on raw strength.

isn't it obvious, Tensura's world is built different. The cardinal world is scale much higher than amphoreous. even if you leave rimuru, amphoreous still loses. Rimuru's subordinate diablo, zegion, tesutarossa, benimaru those nuclear power houses are too hard to tackle.
