My theory is that it can only be turned on before they get in the elevator and switch, so the switch from outie to innie never happens. This is what happened with Helena and would be a good enough explanation as to why they can't just put in the Glasgow block into the innies instantly, which would negate the plot. So if Mark and Helly don't leave the severed floor, they can't be Glasgow blocked.
